Cell phones are even allowed in the Marine Corps after boot camp, so by that, i would say, probably they are allowed at Fort Leonardwood. The army tends to be more relaxed about such things, more than the Corps anyway, and i know that my Marine called home every day, Did turn it off when in the class room, ( needless to say) and told me that a few had them * taken* for leaving them on the vi berate and trying to text in class, etc, LOL but i am pretty sure they can, good luck on your search,
In Basic there is no time to make a phone call, but during AIT there was always a long line for the lone public telephone. I would hope that cell phones are allowed in AIT but your biggest issue is going to be coverage.

Normally cell phones are given back within a couple of weeks after AIT begins.
in ait yes they can use them ..they use them on their own time
You will probably be required to turn in your cell phone on arrival and get it back when your training is finished.
If you are lucky you will be allowed to have your cell phones after basic while you are completing your MOS training.
