Can one cell phone company activate a Motorola Razr which was previously used with another carrier?

I'm getting mixed messages - U.S. Cellular says NO WAY! Cellular One says probably. Ntelos says maybe. What the heck? U.S. Cellular is my carrier and their employees in this town are unbelievably hateful, so I don't know if they just don't want to be bothered or if it really is impossible. Does anyone know?

    In order to use your phone on a carrier other than what was intended, you need to have the phone "unlocked". It is usually a difficult procedure to unlock a phone, but with the razr being as popular as it was, you may be able to find step-by-step instructions on how to do it yourself. The only exception to this is if the carriers are not compatible. Some carriers use GSM technology, while others use CDMA… as long as the carrier you’re leaving uses the same technology as the one you’re going to, it is theoretically possible to unlock the phone and transfer it to another carrier.
