For most cell phone companies, a single frequency is all they use.  But many phones today are capable of using multiple frequencies beyond what a carrier might use.  This is because many phones today have dual, tri, and even quad band capability.

What this benefit does is give multiple bands to use in a cell phone, and give the user the ability for broader roaming while away from their Home Network.  Please remember when buying a phone with quad and capability that you will probably never use all four bands.  Therefore although it sounds like an impressive feature it is one you will likely never use.  The most important thing to do is make sure that your used cell phone has at least single band GSM capability, or GSM compatibility with the cell phone provider you wish to partner with.

For people who travel a lot, spending a few extra dollars for a tri or quad band phone is often a good use of dollars.  The reason this is true is because when you get to your destination you will be comfortable knowing that you will have cell phone coverage and avoid dead zones when you need cellular access.  The most important thing to remember is that unless you do a ton of travel there is no good reason to be buying a phone with three or four band GSM capability.  Because usually single or dual band is sufficient.
