preloaded maps instead of GPS on phones?
can the Iphone or Nokia N95 View maps without a data plan.
because the GPS feature is for data plans. and that tracks your location.
But are there preloaded maps that i can just view on the phone without the use of a data plan?

Yes, use the Nokia Maps Loader and download the maps you need using your PC’s internet connection.
If you want to eliminate all data costs which are maps related make sure then to disable network usage in apps settings and to disable the "Assisted GPS" positioning method (Tools -> Settings -> General -> Positioning -> Positioning methods)
And btw, this is not "instead of GPS", the GPS chip built in on the phone has nothing to do with your data plan (A-GPS however does) it simply works for free by receiving data from some satellites. The GPS is responsible for finding where you are (point on a map) and not for the acquisition of the map data itself.
