http://www.mobileplanet.com has a great deal of unlocked phones. Most you cannot find in the US. If you call them, they usually have some phones available that are only listed on their UK site that will work in the US.
Ebay always has a HUGE selection of phones that are unlocked. I was looking for a Samsung T809, for tmobile, and I saw about 200 that were unlocked.

Your best bet is the wireless stores – not the company owned stores. A store that sells many different wireless plans from several companies generally has unlocked phones.
