Will I be able to use my new alltel phone on a verizon wireless plan?
I just purchased a Samsung Delve from Ebay in great condition[which Alltel is its original carrier] but will I be able to transfer it over to a verizon wireless account ?

The carrier would have to "flash" the phone over to their network. It’s basically reprogramming the phone to read the Verizon network but there is a cost involved. You’ll need to check the costs with Verizon.
